The Ventura Sheriff’s Department is hiding a criminal report.

In June of 2023, Ventura County Supervisor Jeff Gorell met with several individuals who made some serious allegations of elder abuse taking place in the court-sanctioned guardianship process in Ventura County Court. Gorell subsequently requested a thorough investigation of these claims by the Major Crimes Division of the Ventura County Sheriff.  Sgt. Jason Cantrall was put in charge of the investigation.

Sgt. Jason Cantrall recently completed the investigation and, upon declaring that no crimes were committed, immediately retired. However, his report, enumerated as 23-139723, has been withheld from even the complaining parties, in apparent violation of the law.

And it looks like the fix is in, as no members of the Sheriff’s Dept or Commissioner Jeff Gorell’s office or even the Ventura DA’s office will respond to inquiries as to why a criminal investigation should be put under lock and key.

Secret police reports are a big no-no in a purported democracy. Transparency of the legal system is a fundamental underpinning of a free society, while a “hidden hand”–secret court proceedings, secret crime reports–are more redolent of a dictatorship than they are of an open and free system of government. Indeed, the California Public Records Act ensures the discloseability of police reports, at least to the complaining parties.

So when Duane Farrant received a phone call from the Ventura Sheriff Records Dept supervisor, Christina Aguilar, informing him that the report was not going to be given to him, he responded by speculating that Gorell’s friendship with a retired probate court judge, Judge Reiser, may explain “the reason behind the stonewalling.”

Poppy Helgren, who also submitted a formal request for the report, was even more direct.

“This is outrageous!” she wrote in a recent email.
“Just more cover-up.”

In an email dated March 28, 2024, Sgt. Cantrall advised another complainant that the investigation was now closed. He wrote–

“After a review of Sheriff Office reports dating back to 2016, APS reports, Court Documents, and your complaint, I have determined that there is no further investigation warranted on your complaint. There is no current financial fraud that is within the statute of limitations and your complaint lies with how the Probate Court is handing your case. I am not in a position to overturn or rule on a Probate Court decision. APS has thoroughly documented their investigations and I have noted many times you were unresponsive to their home visits and requests to call.”

There are several things amiss with Cantrall’s communication. First of all, a review of the documents support that financial fraud indeed took place and that he misstated or missed the implications of essential documents. This reporter has been in touch with several of those who submitted their evidence to Major Crimes who also submitted their documents to me. The evidence supports their claims of financial fraud, including the taking of property not belonging to the ward but belonging to unconserved family members, worth hundreds of thousands of dollars. In the common vernacular, that would be called “theft.”

There is also a problem with Cantrall’s determination that “APS has thoroughly documented their investigations.” This reporter has received evidence that while numerous APS reports were made, they were quickly closed and the results were also obscured from public oversight.

Of even greater concern are the financial activities of Ventura County Probate Judge Roger Lund, who appears to be making undisclosed money hand over fist. His loan history reveals that Lund has taken out millions of dollars in loans on his personal property, loans which he could not possibly pay back on a judge’s salary. Home loans are known to be a covert vehicle for paying off public servants.

At the time of going to press, no response has been received from a query as to what law governs the decision not to disclose the crime report. This question has been tendered to Commander Jeff Miller, Ventura County Sheriff; Sgt. Craig Hennes, Major Crimes Division of Ventura County Sheriff; Supervisor Jeff Gorell (via his Chief of Staff, Mark Perryman); Ventura County Sheriff Records Supervisor, Christina Aguilar and to the Ventura County District Attorney’s Office.
